Pool Rules
ssociatio The following rules have been established for the benefit and protection of all Island Creek members and guests. They are established by the Island Creek Community Association (“An”) and are approved by the Island Creek Board of Directors (“Board”) to ensure proper operation of the facility and to provide safe and wholesome recreation for members and their guests. Pool Access
- Membership to the pool is open to all homeowners or tenants (“Residents”) of the Island Creek Community Association in good standing.
- Due to the size of the pool and the need to ensure the safety and health of our residents, pool parties are not allowed. Each household is limited to bring in five (5) guests at the main pool, and each Condo household is limited to bring in only two (2) guests at the condo pool.
- Membership to the pool shall be established by submitting a completed Pool Membership Application form to the Association’s Management Agent. A completed and signed Pool Application Form is required each pool season in order to use the Island Creek Community Association pool. Residents should submit this application form in a timely manner to ensure they have their passes before the pool opens Memorial Day weekend. For further information, please read the Pool Registration Procedures.
- Non-resident owners who desire pool privileges may obtain badges and thereby deny access to the pool for their tenant(s). The non-resident owner who wishes to transfer his/her pool privileges to a tenant(s) should sign and date the transfer of privileges section on the bottom of the Pool Registration Form and forward this form to their tenant(s). The tenant(s) should then complete the remaining portions of the Pool Registration Form and follow the directions outlined in the Pool Registration Procedures. It is the responsibility of the owner to ensure their tenant(s) have a copy of these regulations.
- Upon receipt of a completed Pool Registration Form membership eligibility will be verified (e.g. assessments paid, no architectural covenants or maintenance violations). Pool badges will then be issued to each individual living in the household over the age of six (6). A household is defined as a person or persons living in a dwelling for more than six (6) months of the year and children who are college students and/or from a previous marriage who will be residing with you for the summer. Identification and proof of residency may be required by the Association, e.g. a valid driver’s license or other form of identification showing that a person or persons is a resident of the Island Creek Community Association.
- Carrdinal Place and Condo at Island Creek ONLY: Each unit is provided one (1) badge for each resident over the age of six (6) and a seasonal guest pass good for admittance of two (2) guests to the condo pool. A limited number of additional passes may be obtained through the management agent with 72 hours advance notice and approval of the respective Condo Board of Directors. Each Condo household will also receive one (1) 10-punch guest pass for the main pool.
- Badges will be inspected by a lifeguard or an attendant at the entrance to the pool. NO ONE WILL BE ALLOWED ADMITTANCE TO THE POOL WITHOUT A VALID BADGE.
- Badges are the responsibility of the individual member(s). Neither the Association nor the pool staff is responsible for lost badges or badges left overnight. A $5.00 fee will be charged for each replacement badge.
- Pool badges will not be issued and admittance will be denied to homeowners (or their tenants) who:
- Are delinquent in the payment of assessments including interest, late fees and legal charges.
- Have been cited for a failure to request approval by the Covenants Committee (“CC”) or the Board for an improvement (such as a fence or deck) already constructed or in the process of being constructed. Once an architectural modification application has been received by the Association, a temporary pool pass will be issued for thirty (30) days. If the CC or the Board denies the request or, if a reasonable effort is not being made by the homeowner (or tenant) to comply with the ruling of the CC or the Board, the Association may revoke the temporary pool pass and not issue a permanent pool badge.
- Have been cited for violations of the maintenance requirements of the Association unless the homeowner and the Association have agreed to a schedule for resolving the maintenance violation.
- Have not completed the transfer of privileges at the bottom of the Pool Application Form (Off-site owners only).
- Children under 12 years of age must be accompanied at all times by an adult person age 16 years or older to be admitted to the pool area. This individual must be a qualified member or guest of the pool and the lifeguard may challenge the qualifications of the individual. LIFEGUARDS ARE PROHIBITED FROM SERVING AS THE ADULT SUPERVISOR.
- Children ages 12 to 15 years may be admitted to the pool unaccompanied by an adult provided that they pass a swimming test administered by pool lifeguards or that they present a swimming certification from the American Red Cross that will be kept on file by the pool guards on behalf of the Island Creek Community Association. The swimming test will consist of the following:
- Swim one entire length of the pool, from one side to the other and back again.
- Tread water for two minutes without touching the wall.
- Children must be retested every pool season until age 16. They must be accompanied by a parent during the swim test.
- The lifeguard administering the swim test will note on the child’s pool badge that he/she may be admitted to the pool unaccompanied by a parent.
- The same swim test will be administered by the lifeguard to children who are less than 12 years of age who wish to swim in water above their shoulders.
- No child may use the main pool and be in a life preserver or water wings unless accompanied by an adult who is physically in the water with the child. This requirement may be waived if the child passes a swim test given by the lifeguards.
- 7. Children over five years of age are not permitted to use the wading pool.
- 8. Children using the wading pool must be supervised at all times by their accompanying parent/guardian who must remain adjacent to the wading pool area. There is no lifeguard on duty in this area. Only seven (7) children are permitted by Virginia State Law in the wading pool at one time.
- Children in diapers (including disposable diapers) must wear protective rubber pants over the diapers. PARENTS WILL BE HELD RESPONSIBLE FOR THE COST OF CLOSING THE POOL AND CLEANING UP AFTER ACCIDENTS BY THEIR CHILDREN.
- During the evening hours, 5:00 p.m. to closing, an adult must accompany all children under 16 years of age.
Guests
Any non-Island Creek pool member is a guest and must be accompanied by a resident member at all times while using the facility. Guests age 15 years and younger must be accompanied at all times by an Island Creek resident age 16 years and older.
- Each household will be issued one 10-punch guest pass per season. Each pass allows for 10 visits to the pool that shall be validated during each visit by a hold punch in the card. More than one guest may accompany a resident of Island Creek to the pool per visit but such additional guest visits will count towards the total maximum per card allocation of 10 visits per season. For example: the card has a total of 10 slots that can be punched so if two guests accompany a resident then two holes will be punched in the guest pool pass. If there are three guests accompanying the resident then three holes will be punched in the guest card, and so on.
- Additional guest passes may be purchased from the Association by sending a check or money order in the amount of $20 per pass to Island Creek Community Association, 7550 Thomas Grant Drive, Alexandria, Virginia 22315. The check should be made out to Island Creek Community Association. Please indicate on the check that it is for a guest pass. Each of these passes will allow a maximum of 10 visits to the pool and follow the same guidelines for guests as outlined in these regulations.
- Members are limited to five (5) guests per household at any one time at the main pool. Carrdinal Place and Condo at Island Creek members are limited to two (2) guests per household at any one time at the condo pool.
- The lifeguard may prohibit the admittance of guests when pool use is especially heavy e.g. weekends and holidays.
- All guests must abide by the same rules and regulations as resident members.
A lap lane has been set up for use by residents. This lane is exclusively for doing laps and should be kept clear for this purpose. No other activity is permitted in this lap lane and lifeguards will clear the lane if used for any other purpose but laps.
Health and Safety
- 1. Running, pushing, acrobatics, wrestling, fighting, ball playing, splashing, dunking, spitting, horseplay, or causing undue disturbances are not allowed and will not be tolerated. Permission to use kickboards, rafts, scuba equipment, inflatable equipment such as balls or other pool toys, etc., will be determined by the lifeguard on duty. The lifeguard has the authority to suspend the pool privileges of any individual for the remainder of the day.
- No diving is allowed into water less than five feet deep. The pool coping and tile are marked accordingly.
- At the discretion of the lifeguard, anyone wishing to swim in water above his or her shoulders may be required to demonstrate his or her ability to swim.
- A fifteen (15) minute rest period (break) will be called fifteen minutes prior to the hour e.g. 10:45 a.m., 11:45 a.m., etc. for the safety of children under 16 years of age. The rest period allows children to re-coop their strength and have nourishment.
- No wheeled vehicles (except wheelchairs or strollers) are allowed in the pool area.
- Injuries occurring on pool property MUST IMMEDIATELY be reported to the pool manager or lifeguard on duty. These injuries should be reported to the On-site Manager and/or the Management Agent at the end of the day or the next business day at the latest.
- Per Fairfax County Code, no person having any infectious diseases, inflamed eyes, colds, nasal or ear discharges, skin rashes or eruptions, excessive sunburn, open sores of any kind or wearing a bandage will be allowed admittance to the pool area.
- Eating and drinking are permitted on the deck per the following provisions of Fairfax County Code Section 69-3-7: “Any eating or drinking must take place at least 10 feet from the pool edge and in an area separated from the pool by a fence or suitable barrier.” Food and drink must be consumed in the designated eating areas.
- Food/Beverage containers must be plastic or aluminum only. Glass containers are not permitted in the pool area including the bathrooms.
- Alcoholic beverages are not permitted in the pool area at any time.
- Intoxicated persons and intoxicants are not allowed in the pool area.
- No pets are allowed in the pool area with the exception of guide dogs.
- Smoking and the use of tobacco products of any kind are prohibited while at the pool either on the deck, in the bathrooms, or in the clubhouse.
- Chewing gum while in the water is prohibited.
- The pool may be closed and the pool deck area cleared, under the following conditions:
- Temperature below 65 degree Fahrenheit
- Lightening or thunderstorms
- Hail showers or heavy rain showers that prevent observation of the bottom of the pool
- Any other climatic conditions that may endanger the pool users and staff
- The pool may reopen 30 minutes following the cessation of a thunderstorm or shower. If a storm occurs after 7:30 p.m., the pool may be closed for the evening.
- Lifeguards are responsible for enforcing the rules of the Island Creek Community Association pool. All members and guests are required to abide by these rules. Parents are responsible for instructing their child or children to observe all rules and obey the instructions of the pool manager and the lifeguards. Parents are ultimately responsible for the conduct of their children and guests at the pool
- Non-compliance with the rules of the pool may result in the suspension of pool privileges
- The lifeguard has the authority to suspend an individual’s pool privileges for the day for any infraction of these rules. Subsequent action may be taken by the Board, which may revoke an individual’s pool privileges for any length of time, including the remainder of the swimming season, and assess monetary charges if appropriate.
- No person shall use the pool unless it is officially open and lifeguards are on duty.
- Unauthorized use of the pool after hours will constitute a trespass of private Island Creek Community Association property and all violators will be prosecuted.
- All persons are required to shower prior to entering the pool.
- All resident members must check in at the lifeguard table.
- Any member or his/her family or guest damaging pool furniture, equipment, or structures or trespassing after hours will be automatically suspended, charged for any expense incurred, and police action will be taken.
- No barbecue grills are allowed in the pool area or adjourning parking lot without the prior written consent of the Board.
- Members and guests must wear appropriate clothing while they are at the pool. For example, an acceptable bathing suit is required (e.g. cutoffs are not acceptable).
- Appropriate footwear must be worn at the pool. Soccer cleats, street or work shoes or any other footwear that may damage the pool deck are not permitted.
- All trash must be placed in trash containers.
- Abusive, offensive, or profane language or behavior is not allowed.
- Headphones must be used with all radios, televisions and sound equipment at the pool.
- Only authorized persons are allowed in the pump room.
- Residents and guests (adult and children) must stay clear of the lifeguard stations and not loiter at the check-in table.
- Island Creek Community Association’s pool membership badges and guest passes are the property of the Association and are not transferable.
- Pool Management staff is prohibited from having guests.
- Any unforeseen circumstances or situations that are not specifically covered by established rules shall be handled by the Pool Manager, lifeguard or an authorized representative of the Association. The Pool Manager will advise the Association’s Management agent, the On-site Community Manager, the Recreational Facilities Chairperson and the Board of any such occurrence.
- These rules have been developed for the operation of the pool in the best interest of the resident members of the community and can be changed or amended as necessary.
- The maximum speed limit is 5 MPH in the pool parking lot.
- Bicycle riders are to use the racks provided for parking bicycles.
- The parking lot is for residents who are actually using the pool and/or other recreational facilities in the community.
- Overnight parking, storage, repair or oil changing of any kind or type of vehicle is not permitted in the pool parking lot. Unauthorized vehicles and vehicles parked overnight will be towed at the owner’s expense.
- All persons using the pool do so at their own risk. Island Creek Community Association assumes no responsibility for any accident or injury in connection with such use or for any loss and/or damage to personal property.
- Persons using the pool are not to hold Island Creek Community Association liable for any actions of whatever nature occurring within the pool area. Member resident users shall be responsible for the actions of their children and guests.
- Unclaimed articles will be disposed of after fourteen (14) days. The Association is not responsible for the theft or loss of any personal property of any member or guest at the pool, clubhouse, or other recreational facilities.
Please note that the majority of these regulations are mandated by the Fairfax County Health Department. The lack of enforcement can result in the County revoking the operating permit and closing the pool.
